Afghanistan: Is Winning Possible?
Jon Keeton had a long involvement with Peace Corps,
including Country Director in Korea (1973-76) and

Afghanistan. He served as the U.S. Agency for
International Development’s Chief of Party/Country
Director with CHF-Afghanistan (2002-03); Senior
Project Advisor with ACBAR/Kabul (2004); and Chief

Livelihoods Project for the Badakhshan region
(2005). Keeton recently returned from an assignment
with the World Bank on Kabul Urban Redevelopment
(2006). He holds an M.A. International Education
